I have the honour to transmit for your consideration a plan, showing, cross-hatched in red, a small area on the Northern Boundary of the New Territory which it was recently proposed to lease for reclamation and building.

When the matter came to be considered by
the Executive Council under the Foreshore and Sea Bed Ordi- -nance, 1901, some considerable doubt was expressed as to whether the Colonial Government had any right to interpose any further reclamation between Chinese Territory and the sea; and it has been found impossible to arrive at any solution without a reference to the map annexed to the Convention of 9th. June, 1898, by which the New Territories were leased to Great Britain.

Neither the original, nor any copy of
this map exists at present in this Colony, and I am advised that, since the Convention was ratified in London in August, 1898, the original of the map is in all probability among the Colonial Office records. If this be so, I should be glad to have an accurate copy of the map, together with any instruct- -ions that you may wish to give in connection with the propos- -ed lease.
